Amends Section 40-08-24 to clarify that any mayoral veto of an ordinance or resolution may be overridden by the city council as provided under Section 40-11-05.

Amends Section 40-08-26 to change language from "male inhabitants" to "residents" when authorizing the mayor to call on city residents over age 18 to aid in enforcing city laws and ordinances.

Amends Section 40-11-05 to establish that a two-thirds vote of city council members is required to override a mayoral veto of an ordinance or resolution.

Requires that when an ordinance or resolution is not approved by the mayor, it must be returned with written objections within a time period not less than five days after passage.

Specifies that any override vote must be taken by yeas and nays and entered in the council journal; if the mayor fails to return a measure within the specified timeframe, the mayor is deemed to have approved it.
