Amends North Dakota Century Code section 54-44.3-01.2 to modify the state's compensation philosophy for classified employees to recruit, retain, and motivate quality workforce.

Requires the Office of Management and Budget to conduct regular compensation comparisons using only total compensation paid in dollars, prohibiting the use of weighting factors to adjust comparative values.

Mandates that total compensation comparisons include all employer and employee contributions in dollar terms and the full cost of all benefits paid.

Prohibits compensation adjustments from being provided as statewide percentage increases to all employees or as part of a statewide equity pool of funds.

Declares the Act an emergency measure.
