Amends North Dakota Century Code to broaden the definition of "brain injury" to include both traumatic and nontraumatic acquired injuries to the brain after birth, excluding hereditary, congenital, and degenerative conditions.

Expands the definition of "traumatic brain injury" to specify it results from external physical force and may include brain injuries caused by anoxia and other related causes.

Designates the Department of Human Services as the lead agency for coordinating services to individuals with traumatic brain injury, requiring annual joint meetings with the adjutant general, state health department, veterans affairs, and superintendent of public instruction.

Adds medically documented traumatic brain injury affecting cognitive and mental functioning to the conditions that may qualify for permanent total disability benefits under workers' compensation law.

Directs the legislative management to study brain injury care during the 2015-16 interim, gathering client data from all brain injury service providers under contract with the Department of Human Services, and report findings to the 65th legislative assembly.
