Expands prohibition on tobacco retailers selling cigarettes, cigars, snuff, tobacco products, and electronic smoking devices to minors, making violations a noncriminal infraction for the retailer.

Requires all electronic smoking device liquids intended for human consumption to be sold in child-resistant packaging, regardless of nicotine content.

Prohibits self-service merchandising displays of cigarettes, tobacco products, and electronic smoking devices.

Establishes escalating license suspension penalties for tobacco retailers: 10 days for three violations, 30 days for four violations, and 90 days for five violations within any 24-month period.

Minors age 14 and older who violate tobacco/electronic smoking device possession or use laws must pay a $25 fee, with exceptions for compliance survey program participants under parental and law enforcement supervision.
