Creates a blue alert public notice system to aid in apprehending suspects who threaten, injure, or kill law enforcement officers or cause officers to be abducted or go missing while on duty.

Requires the Bureau of Criminal Investigation to activate a blue alert upon request from a law enforcement agency investigating an offense against an officer, provided the suspect has fled and a description is available for broadcast.

Mandates the Bureau of Criminal Investigation, in cooperation with the highway patrol and the division of state radio, to prepare an operational plan for responding to blue alert activation requests.

Defines "blue alert notice" as a quick response notification issued after an individual has threatened or used a deadly weapon against a law enforcement officer, caused serious bodily injury or death, or abducted or caused an officer to go missing while on duty.

Declares the Act to be an emergency measure effective immediately.
