Appropriates $650,000 from the strategic investment and improvements fund to the department of commerce for domestic violence shelter grants during the biennium July 1, 2015 through June 30, 2017.

Provides grants up to $400,000 to qualifying organizations serving non-oil-producing counties with populations exceeding 10,000, requiring three dollars of nonstate funds for each one dollar of grant funds awarded.

Provides grants up to $250,000 to qualifying organizations serving non-oil-producing counties with populations of 10,000 or fewer, requiring one dollar of nonstate funds for each one dollar of grant funds awarded.

Grants may be used for constructing, renovating, or purchasing facilities to provide shelter to domestic violence victims.
