Expands the definition of "qualified entity" to include private tow operating services acting as agents, not just units of government.

Extends the reclaim period for vehicle owners from 15 days to 30 days after notice is received to pay towing and storage charges.

Caps storage costs at $25 per day or $400 per calendar month, and allows qualified entities to request title transfer after 30 days of non-payment.

Changes disposition of unclaimed sale proceeds from the permanent school fund to the state unclaimed property division under chapter 47-30.1.
