Requires individuals to disclose any scholarship funds received or paid on their behalf, including the amount, granting entity, and the conference or event for which funds were granted in statements of interest filings.

Defines "scholarship funds" to include money or financial support for attending conferences, meetings, or events where model legislation is presented, discussed, distributed, or made available, but excludes support provided by state agencies or political subdivisions.

Expands the definition of lobbyist activities to include drafting, promoting, or distributing model legislation with the purpose of influencing legislators, including through offering or providing money or financial support for attendance at conferences or events where model legislation is presented.

Applies lobbying registration requirements to persons who offer or provide financial support to reimburse or pay for costs of attending conferences, meetings, or events where model legislation is presented, discussed, distributed, or made available.
