Amends North Dakota Century Code section 54-52.1-04 to authorize the board managing public employee group insurance to develop provider networks by negotiating and contracting with health care providers and associations.

Provider networks developed by the board may be used by the board itself or by insurance companies contracting with the board to provide health insurance coverage to eligible employees.

Board authority to develop provider networks exists regardless of whether the board chooses to self-insure through an administrative services only (ASO) contract or a third-party administrator (TPA) contract.

Maintains existing board requirements to solicit bids for hospital, medical, life insurance, and employee assistance program coverage at least 90 days before contract expiration and evaluate bids based on economy, administration ease, coverage adequacy, carrier financial position, and reputation.
