Amends North Dakota Century Code section 15-10-17 to transfer tuition and fee-setting authority from the State Board of Higher Education to the legislative assembly.

Changes the board's power from "set tuition and fees" to "charge tuition and fees in the amounts established by the legislative assembly," making the legislature the primary authority for tuition rates.

Maintains the board's authority to charge fees subject to any statutory limitations or requirements.

Preserves all other powers and duties of the State Board of Higher Education regarding institutional management, personnel, retirement programs, purchasing, research, and confidentiality protections.
