Amends North Dakota Century Code section 12.1-12-06 to clarify that threatening harm to a public servant with intent to influence their official actions constitutes a class C felony.

Establishes class C felony penalties for threatening to commit crimes, accuse someone of a crime, or expose secrets/publicize facts about any person to influence a public servant's official action.

Creates new class A misdemeanor offense for filing false liens or encumbrances against a public servant's real or personal property, escalating to class C felony for second or subsequent convictions under this subsection.

Specifies that it is not a defense to prosecution if the person threatened was not qualified to act in the desired way, regardless of whether they had assumed office or had jurisdiction.

Passed House by vote of 86-2-6 and Senate by vote of 36-9-2 during the 2015 regular session beginning January 6, 2015.
