Allows insurers to deliver property and casualty insurance notices and documents electronically via email or internet-accessible platforms if the recipient has affirmatively consented to electronic delivery.

Requires insurers to provide clear disclosure before obtaining consent, including the right to withdraw consent at any time, how to obtain paper copies, and hardware/software requirements needed to access electronic documents.

Prohibits electronic delivery as the sole method for cancellation or nonrenewal notices, which must include a non-electronic component.

Establishes that electronic delivery is legally equivalent to traditional mail delivery methods and does not affect the validity of insurance contracts if electronic consent procedures are not followed.

Withdrawal of consent becomes effective within five business days of the insurer receiving notice, and does not invalidate documents delivered electronically before the withdrawal took effect.
