Creates a Clean Water Act litigation advisory committee consisting of one representative each from seven agricultural councils (barley, corn, dry bean, dry pea and lentil, oilseed, soybean, and wheat commission) to advise the agriculture commissioner on fund expenditures.

Establishes a Clean Water Act litigation fund with moneys from appropriations, transfers, gifts, grants, and donations that are continuously appropriated to the agriculture commissioner.

Authorizes the agriculture commissioner to use the Clean Water Act litigation fund for pursuing or participating in litigation related to exempt and nonexempt activities governed by section 404 of the Clean Water Act, 33 U.S.C. 1344, and implementing regulations.

Transfers $2,000,000 (or as much as necessary) from the annual earnings and undivided profits of the North Dakota mill and elevator association to the Clean Water Act litigation fund during the biennium from July 1, 2015, through June 30, 2017, with timing and amounts directed by the agriculture commissioner.
