Establishes a $100 fee for violating section 39-21-44.1 (failure to securely cover loads of soil, sand, rock, rock chips, or gravel) as a moving violation under North Dakota Century Code section 39-06.1-06.

Adds new subsection 3 to section 39-21-44.1 prohibiting operation of vehicles with registered gross weight exceeding 20,000 pounds [9071.84 kilograms] on highways while hauling uncovered loads of soil, sand, rocks, rock chips, or gravel, with exemption for state or political subdivision vehicles.

Revises section 39-21-44.1 language to change from "no vehicle" and "no person" to "an individual may not operate a vehicle" format throughout the statute.

Clarifies that load coverings must be securely fastened to prevent covering or load from becoming loose, detached, or creating a hazard to other highway users.
