Amends North Dakota Century Code section 21-10-01 to modify the composition of the state investment board, which includes the governor, state treasurer, one member appointed by the senate majority leader, and one member appointed by the house majority leader.

Includes the commissioner of university and school lands, director of workforce safety and insurance, insurance commissioner, three teachers' fund for retirement board members or designees, two elected public employees retirement system board members, and one public employees retirement system board member.

Allows the director of workforce safety and insurance to appoint a designee subject to workforce safety and insurance board approval to attend meetings, participate, and vote when the director is unable to attend.

Authorizes the teachers' fund for retirement board and public employees retirement system board each to appoint alternate designees with full voting privileges to attend state investment board meetings when selected members are unable to attend.

Sets compensation at $148 per day plus necessary mileage and travel expenses for board members (except elected/appointed officials and the director of workforce safety and insurance or their designee) and establishes an optional advisory council with compensation matching Bank of North Dakota advisory board rates.
