Amends Section 50 of chapter 257 of the 2013 Session Laws to change the effective date for the electronic filing system from August 1, 2015 to August 1, 2016.

Allows for earlier implementation if the Secretary of State certifies to the legislative management and information technology committee that the information technology components of the electronic filing system are ready.

If early certification occurs, the affected sections become effective ninety days following completion of the certificate requirement.

Applies to sections 1 through 27 and sections 29 through 47 of the original Act.

Passed the House with a vote of 89-4 (1 absent) and the Senate with a vote of 42-5 (0 absent).
