Amends North Dakota Century Code section 32-15-01 to restrict eminent domain authority exercised by appointed governing bodies of political subdivisions.

Requires appointed governing bodies with eminent domain authority to exercise that power only through the elected governing body of the political subdivision that appointed them.

Clarifies that public use or public purpose does not include economic development benefits such as increased tax base, tax revenues, employment, or general economic health.

Maintains existing requirements that private property may not be taken without just compensation determined by jury unless waived, and that private property cannot be taken for private individuals or entities except for common carrier or utility businesses.
