Requires all electors seeking to vote in an election to meet identification requirements specified in sections 16.1-05-07 and 16.1-07-06.

Establishes valid forms of identification for in-person voting including current driver's license or nondriver identification card issued by the state, tribal government identification, long-term care certificate, or military identification card/passport for uniformed service members and qualifying family members.

Requires poll clerks to request, correct, and update incomplete or incorrect information about voters in the pollbook and direct individuals attempting to vote in the wrong precinct or lacking 30-day residency to the proper location.

Modifies absent voter ballot application forms to include identification requirements under section 16.1-05-07, with alternative forms of identification allowed for applicants unable to secure an approved form due to disability.

Limits certification of voter qualifications by other electors to no more than four applicants per election.
