Amends Section 40-22-18 of the North Dakota Century Code to clarify that property owners may protest special assessment improvement projects by demonstrating majority opposition based on property area owned.

Protests by owners of a majority of the entire district's property area bar any special assessment for the improvement project, but the municipality may still proceed by funding the project through other means besides special assessments.

Protests by owners of a majority of a separate property area within the district bar only the portion of the project assessed to that area, not the remainder of the project or assessments on other areas.

Municipalities remain responsible for payment of costs incurred in terminated proceedings and may issue certificates of indebtedness, warrants, or levy taxes to cover such costs.

Directs the legislative management to study statutory provisions on indebtedness for political subdivisions during the 2015-16 interim and report findings to the sixty-fifth legislative assembly; effective for special assessment projects initiated after July 31, 2015.
