Establishes a reconvened regular session in even-numbered years that may occur between January 2 and February 28, limited to a maximum of 20 natural days.

The first regular session (in odd-numbered years) remains limited to 60 natural days, followed by a recess until the reconvened session in even-numbered years.

Authorizes the legislative management to call the assembly to reconvene after adjournment, regardless of whether the motion to close was to recess, adjourn to a time certain, or adjourn sine die.

Updates the definition of "regular session" to include legislative sessions commencing in January or February of even-numbered years and any reconvened legislative session.

Becomes effective on December 1, 2016.
