Creates a new chapter 43-61 in the North Dakota Century Code establishing a registration system for crane operators and crane operator trainees administered by the Secretary of State.

Defines "crane" as a power-operated hoisting machine with at least 2,000 pounds [907 kilograms] lifting capacity, including derricks, crawler cranes, wheel-mounted cranes, tower cranes, locomotive cranes, and articulating cranes, while excluding forklifts, digger derricks, aircraft, bucket trucks, tow trucks, and manufacturing cranes.

Requires individuals to be at least 18 years old and obtain current accredited certification from a registrar-approved certifying organization, pass a registrar-approved physical examination, and submit to criminal history record checks if required by the Secretary of State.

Establishes registration fees not to exceed $300 for initial applications and $200 for renewals, with crane operator registrations valid for two years and trainee registrations limited to twelve months; sets criminal penalties including a Class A misdemeanor for operating without registration and civil penalties up to three times the registration fee.

Directs legislative management to study during the 2015-16 interim the feasibility of state regulation of currently unregulated energy sector professions and report findings to the 65th legislative assembly.
