Amends North Dakota Century Code section 50-24.4-07 to clarify nonallowable costs for nursing home rate determinations, including political contributions, lobbyist expenses, resident recruitment advertising, fines, penalties, and union-related activities.

Allows nursing homes to claim education expenses for employees if provided by accredited facilities and limited to materials, books, or tuition, with annual claims not exceeding $3,750 per individual and aggregate limit of $15,000 per person.

Requires nursing homes to enter contracts with employees receiving education assistance that specify minimum employment commitment and repayment obligations if the employee fails to fulfill the contract terms.

Establishes employment commitment requirement of 6,656 hours for employees receiving the maximum $15,000 education assistance, with prorated hours for lesser amounts.

Requires facilities to report education expenses separately on cost reports and report repayment amounts in the year a contract default occurs.
