Authorizes designated individuals to carry out practices that alleviate depredations caused by predatory animals and big game animals on behalf of landowners.

Expands the deerproof hay yard program to provide materials, supplies, and construction cost-share assistance to eligible landowners for establishing deerproof hay yards to protect crops, hay, or feed on private property.

Establishes a three-year prorated repayment system for landowners participating in the deerproof hay yard program.

Excludes landowners from the deerproof hay yard program if they allow commercial hunting for big game on a majority of acres in exchange for compensation while posting those acres to prohibit big game hunting.

Permits landowners to hunt, harass, chase, pursue, or take deer and big game animals when carrying out depredation alleviation practices under the private land habitat and access improvement program.
