Creates patriotic number plates for North Dakota motor vehicles featuring a United States flag decal, bald eagle decal, or boonie stomper decal.

Charges an initial fee of $25 ($20 to highway tax distribution fund, $5 to veterans' postwar trust fund) plus an annual surcharge of $25 ($10 to highway tax distribution fund, $15 to veterans' postwar trust fund).

Allows disabled veterans with 100 percent service-connected disability to display either a distinctive license plate or a standard plate that does not identify them as disabled veterans, with exemption applying to no more than two vehicles at any time.

Extends disabled veteran registration exemptions to surviving spouses who have not remarried and are receiving dependency and indemnity compensation for one vehicle.

Boonie stomper plates become effective August 1, 2016; United States flag and bald eagle plates become effective July 1, 2017.
