Appropriates $450,000 from the general fund to the superintendent of public instruction for continuum-based English language learner grants for the biennium July 1, 2015 through June 30, 2017.

Grants are available to the six school districts serving the largest number of English language learners in kindergarten through grade twelve, distributed on a pro rata basis based on total enrolled English language learners.

Grant recipients must provide continuum-based services to family members of English language learners, including adult English literacy programs, interactive parent and child literacy programs, parental outreach, parenting education, and early childhood education.

The superintendent may not award more than 50 percent of available funds during the first year of the biennium.
