Amends North Dakota insurance law to establish acceptable methods for proving mailing of insurance cancellation and nonrenewal notices, including United States postal service certificates of mailing or first-class mail tracking methods like IMb tracing that identify the insured, address, and mailing date.

Modifies cancellation notice requirements to require proof of mailing be established 30 days (or 10 days for nonpayment) before cancellation takes effect, with conclusive proof of receipt on the third calendar day after mailing if proper documentation is produced.

Updates nonrenewal notice requirements to allow 45 days notice before policy expiration, or 90 days for professional liability coverage for legal and medical services, with same proof of mailing standards.

Requires insurers and insurance producers to retain proof of mailing notices, cancellations, or nonrenewals for one year.
