Modifies probation length limits: unsupervised probation capped at 5 years for felonies and 2 years for misdemeanors; supervised probation varies by offense type from 360 days to 10 years.

Allows courts to impose multiple additional periods of unsupervised probation (up to 5 years each) for defendants ordered to pay restitution or reparation for damages.

Establishes that drug paraphernalia possession to use controlled substances (other than marijuana) is a class A misdemeanor, escalating to a class C felony if the defendant has a prior conviction for similar offenses.

Exempts consumer goods and titled property from being held by peace officers when stolen property comes into custody; other property remains subject to magistrate disposal orders.

Directs legislative management to study the return of seized property by peace officers across North Dakota during the 2015-16 interim and report findings to the 65th legislative assembly.
