Bank of North Dakota shall develop and implement a program reducing student loan interest rates to zero for individuals who are state residents and employed full-time in North Dakota.

Full-time employment is defined as at least 35 hours per week.

Program applies to individuals with outstanding student loan obligations who hold a certificate or degree from an accredited institution of higher education and have not defaulted on a student loan.

Eligible individuals must notify the Bank of North Dakota of their student loan obligation and provide any requested information about that obligation.
