Amends Section 49-21-01.3 of the North Dakota Century Code to allow price changes for essential telecommunications services when caused by governmentally imposed surcharges, tax changes, accounting practice changes, or facility relocation/removal, with changes required to be reflected within 30 days.

Allows telecommunications companies to accumulate price increases less than 3 percent up to a total of 5 percent, with accumulated increases implemented at company discretion and effective prospectively.

Restricts accumulated price decreases to offset accumulated price increases on equal or greater percentage basis, with price decreases limited to a two-year accumulation period beginning January first of the year the change is allowed.

Removes the $18 monthly price cap for residence service from telecommunications companies with over 50,000 subscribers.

Permits incumbent local exchange carriers to deaverage local exchange service prices if they amend commission-approved interconnection agreements to allow deaveraged interconnection prices effective concurrently with deaveraged retail prices.
