Reduces the insurance certificate filing period from three years to one year for persons convicted of driving without liability insurance under North Dakota Century Code section 39-08-20, subsection 1 or equivalent ordinance.

Requires convicted persons to provide proof of motor vehicle liability insurance to the department in written or electronically transmitted form from an authorized insurance carrier and keep it on file.

Allows the department to suspend driving privileges and refuse to issue or renew an operator's license if the person fails to provide required insurance documentation.

Passed the House with a vote of 92-1-1 and the Senate with a vote of 45-1-1 during the 2015 regular session.
