Reduces penalties for possession of less than one-half ounce of marijuana from class C felony to class B misdemeanor, or class A misdemeanor if operating a motor vehicle.

Classifies possession of one-half ounce to one ounce of marijuana as class AB misdemeanor instead of class C felony.

Maintains class B felony for possession offenses occurring within 1,000 feet of elementary, secondary, or career and technical education schools, with exception for offenses involving one ounce or less of marijuana.

Allows courts to seal conviction records for first-time offenders convicted of possessing one ounce or less of marijuana if the person has no further violations within two years and no other criminal convictions; sealed records cannot be opened by court order.
