Appropriates $4,900 from the general fund to the North Dakota Department of Human Services for head start program grants for the biennium July 1, 2015 through June 30, 2017.

Head start state collaboration administrator awards grants based on criteria including the number of low-income or at-risk children served, program design and accessibility, coordination with child care and schools, and innovative service proposals.

Department of Human Services must monitor and provide oversight of all grant recipients.

Appropriation does not create eligibility entitlements for programs or families.
