Establishes a state board for veteran scholarships consisting of the commissioner of the department of veterans' affairs, a member at large appointed by the administrative committee on veterans affairs, and the adjutant general or designee, with the commissioner serving as chairperson.

Provides scholarships to eligible veterans attending accredited institutions of higher education in North Dakota, with awards up to $1,500 per academic year or $750 per semester for undergraduate or graduate degree programs.

Requires eligible veterans to be North Dakota high school graduates or residents for a minimum of five years, with veterans defined as individuals who served on federal active duty for at least 180 days and were discharged under other than dishonorable conditions, including North Dakota National Guard members.

Limits scholarship recipients to a maximum of eight semesters for undergraduate degrees and an additional eight semesters for graduate or professional degrees, with renewal contingent on maintaining a minimum 2.0 grade point average on a 4.0 scale.

Appropriates $3,000,000 from the student loan trust fund to the department of veterans' affairs for scholarship grants and administrative expenses for the biennium beginning July 1, 2015, and ending June 30, 2017.
