Amends North Dakota Century Code section 16.1-11-22 to establish the "consolidated primary election ballot" format containing separate sections for each political party or principle.

Requires a warning message printed on the ballot stating voters may only vote for candidates of one political party, with notice that votes in multiple party sections will result in rejection of the political party ballot while No Party and Measure Ballot votes are still counted.

Changes terminology from "aspirants" to "candidates" throughout the ballot form requirements.

Adds requirement for notation on the ballot indicating which candidates received party certificates of endorsement for their office.

Mandates that election judges and inspectors inform each voter before voting that voting for candidates of more than one political party will result in rejection of their political party ballot.
