Superintendent of public instruction must approve construction, purchase, repair, improvement, modernization, or renovation of public school buildings or facilities exceeding $150,000 before the project commences.

State and political subdivisions cannot engage in public works construction involving professional engineering when expenditure exceeds $150,000 unless engineering drawings, specifications, and estimates are prepared by a registered professional engineer and construction is supervised by such an engineer.

Bidding threshold for construction of public improvements is set at $100,000.

Threshold for procuring plans, drawings, and specifications from an architect or engineer for public improvements is $150,000.

Amendments apply to any public improvement project for which a contract or agreement for plans, drawings, or specifications is executed after the effective date of the Act.
