Creates a Federal Environmental Law Impact Review Committee chaired by the Agriculture Commissioner, including the Governor, majority legislative leaders, minority party representative, and representatives from lignite energy, corn growers, grain growers, petroleum, soybean growers, and stockmen's associations.

Committee reviews federal environmental legislation and regulations that detrimentally impact or could impact North Dakota's agricultural, energy, or oil production sectors and confers with the Attorney General on participation in related administrative or judicial processes.

Establishes the Federal Environmental Law Impact Review Fund to cover committee expenses, consulting fees, research costs, expert witness fees, attorney fees, and travel costs related to the committee's work and Attorney General participation in relevant legal proceedings.

Agriculture Commissioner may accept gifts, grants, and donations for the fund, with amounts and sources posted on the Department of Agriculture website.

Appropriates $1,500,000 from the general fund to the Federal Environmental Law Impact Review Fund for the 2015-2017 biennium, with transfers directed by the Agriculture Commissioner as needed.
