Creates Chapter 17-10 of the North Dakota Century Code defining natural gas (compressed natural gas, liquid natural gas, or propane) and retail locations for dispensing natural gas to motor vehicles.

Establishes a natural gas fueling station incentive program administered by the Department of Commerce providing cost-share grants up to a maximum of $50,000 per retail location for equipment and installation.

Department of Commerce shall establish rules for the program covering cost verification, recipient eligibility, application procedures, grant awards, and reporting requirements.

Allows vehicles or combinations of vehicles using natural gas as primary fuel to operate with an additional 2,500 pounds above legal weight limits.

Appropriates $200,000 from the general fund to the Department of Commerce for the natural gas fueling station incentive program for the biennium July 1, 2015 through June 30, 2017.
