Amends the definition of "unloaded" for firearms to require handguns with removable magazines or clips to have the magazine or clip removed from the firearm if it contains any loaded shells.

Removes college and university property from the list of locations where concealed weapons are prohibited, leaving only public or nonpublic elementary school, middle school, and high school property.
