• Establishes a Promise Grant program for North Dakota residents who graduated from high school after 2016-17, maintained a 3.0 GPA, and meet prior scholarship requirements, beginning with the 2017-18 academic year.

• Grant amounts increase annually from 65% of tuition in 2017-18 to 100% of tuition by 2023-24 for public institutions, with private institutions receiving 65-100% of statewide average public tuition, with adjustments for consumer price index increases.

• Grants are credited toward tuition after accounting for other nonrepayable aid, limited to four consecutive years per student, and payable only through June 30, 2033.

• Creates a Promise Grant Fund as a special fund in the state treasury with continuing appropriations managed by the state board of higher education, with unexpended amounts returned to the general fund by June 30, 2032.

• Repeals prior North Dakota academic scholarship and career and technical education scholarship programs effective July 1, 2017, with the entire Promise Grant Act expiring June 30, 2032.
