Mandates debit card processors notify issuers within two business days when a transaction is satisfied by means other than the debit card used for preauthorization

Establishes a maximum 72-hour hold release period when a transaction is satisfied by a means other than the original debit card, superseding the two business day standard

Authorizes penalties for violations of the hold release requirements
