HB 1461 Summary

• Superintendent of public instruction must immediately withdraw from all contracts signed before the effective date that pertain to content standards or student assessment, and notify all parties in writing.

• Superintendent cannot commit the state to participate in any organization, consortium, or association without legislative authorization if participation requires expenditure of public funds or changes to state law.

• Administration of state assessments is suspended from the effective date through June 30, 2017.

• Creates a North Dakota content standards development committee consisting of higher education content experts, school administrators and teachers in English language arts and mathematics, one educational technology specialist, and four legislative members to develop internationally benchmarked K-12 standards.

• Committee must present completed content standards and recommendations to legislative management before August 1, 2016; act is declared an emergency measure.
