Prohibits selling, offering to sell, purchasing, offering to purchase, possessing, or consuming powdered alcohol products, defined as any alcohol in powder form for direct use or reconstitution in beverages or food.

Violations are classified as class B misdemeanors.

Exempts use of powdered alcohol products for research conducted by health care providers primarily engaged in scientific research, state institutions, private colleges or universities, and pharmaceutical or biotechnology companies.
