Expands the definition of "federal agent" to include employees of the Federal Bureau of Investigation, Drug Enforcement Administration, and United States Customs and Border Protection who are authorized to arrest and carry firearms.

Grants federal agents the same authority and immunity as state peace officers when making arrests for non-federal crimes if they have reasonable grounds to believe a felony was committed, are assisting a peace officer in an emergency, or are working as part of a task force with North Dakota law enforcement.

Updates references in arrest authority statutes to replace "United States customs service or the immigration and naturalization service" with "United States customs and border protection" to reflect current federal agency organization.

Passed the House with 83 votes in favor and 5 opposed, and the Senate with 46 votes in favor and no opposition.
