Authorizes the Budget Section of the Legislative Management to hold public hearings on state plans for receipt and expenditure of new or revised federal block grants passed by Congress.

Approves the Department of Commerce appropriation bill as the Legislative Assembly's authorization for community services block grant program funds for the period ending September 30, 2017.

Delegates authority to the Budget Section to conduct required public hearings on additional block grants or federal funds under the Omnibus Budget Reconciliation Act of 1981 and other relevant federal statutes that may be approved after the 2015 legislative session ends.

Grants this authority effective from the recess or adjournment of the Sixty-fourth Legislative Assembly through September 30, 2017, during which the Legislature will not meet in regular session in 2016.

Allows the Budget Section to determine appropriate methods and procedures for providing public notice and holding the authorized hearings.
