Urges Congress to pass H.R. 5078 or otherwise address concerns of agriculture, water development, and water management industries regarding the definition of "waters of the United States" under the Clean Water Act.

H.R. 5078 prohibits the EPA and Army Corps of Engineers from developing, finalizing, or enforcing the proposed rule on "Definition of 'Waters of the United States'" issued April 21, 2014, and guidance dated February 17, 2012.

H.R. 5078 requires the EPA and Corps to withdraw the interpretive rule on exemptions from permitting for agricultural conservation practices issued April 21, 2014.

H.R. 5078 requires the EPA and Corps to consult with state and local officials to develop recommendations for a regulatory proposal identifying which waters are covered and not covered under the Clean Water Act, with public review and Congressional reporting.

Directs the Secretary of State to forward copies of the resolution to the Army Corps of Engineers Commanding General, EPA Administrator, and all North Dakota Congressional Delegation members.
