Directs the Legislative Management to study the impact on landowners whose property has been inundated by rising waters in Devils Lake and Stump Lake in North Dakota.

Addresses the issue that inundated land becomes sovereign state property, depriving previous owners of ownership and use rights.

Notes that some landowners have paid property taxes on inundated land for many years in hopes of regaining ownership when water recedes, without receiving state or federal compensation.

Requires the Legislative Management to report findings, recommendations, and any proposed legislation to the Sixty-fifth Legislative Assembly.
