• Expresses support for the lignite industry's efforts to develop technological solutions and to challenge regulations that impact the industry's ability to utilize North Dakota's lignite resources.

• Directs the Secretary of State to send copies to the President, EPA Director, North Dakota Congressional Delegation, State Department of Health, and Public Service Commission.
