North Dakota's 64th Legislative Assembly urges Congress to propose the "Regulation Freedom" amendment to the U.S. Constitution.

Proposed amendment would require a majority vote of both the House of Representatives and Senate to adopt any proposed federal regulation if one-quarter of either chamber submits a written declaration of opposition to the President.

Resolution argues that federal regulatory authority threatens constitutional liberties and that regulators lack sufficient accountability to elected representatives.

Amendment would be permanent and cannot be repealed or waived by future Congresses and Presidents, unlike statutory solutions such as the REINS Act.

Secretary of State must forward copies of the resolution to all members of Congress and principal leaders in all state legislative chambers.
