Amends Article IV, Section 5 to require legislative assembly members to be qualified electors of their district during the six months before election and throughout their entire term, with an exception if their residence becomes uninhabitable.

Amends Article V, Section 4 to require elected executive branch officers to remain qualified electors of the state throughout their term and establishes automatic office vacation if they lose qualified elector status.

Amends Article VI, Section 10 to require supreme court justices and district court judges to be qualified electors for five years preceding appointment and to remain qualified electors throughout their term, with automatic office vacation upon loss of qualified elector status.

District court judges must specifically be qualified electors in their judicial district at the time of election or appointment and during their entire term.

Measure requires voter approval at the 2016 general election and becomes effective January 1, 2017, if approved.
