Direct the Legislative Management to study the pay-it-forward model of higher education funding, under which students pursue degrees without incurring tuition costs and repay a small percentage of their income for approximately twenty years after graduation.

Study must include analysis of potential benefits for North Dakota students, administrative changes required for implementation, and both short-term and long-term viability of the model.

Legislative Management must report findings, recommendations, and any necessary implementing legislation to the Sixty-fifth Legislative Assembly.

Model addresses concerns about college affordability, record student debt levels, and barriers to higher education access for low-income and middle-income families.

Repayment obligations under the model would be proportionate to graduate income levels.
